2018 Texas Child Care Market Rate Survey

2018 Market Rate ReportThe Texas Institute for Child and Family Wellbeing (TXICFW), in partnership with the Ray Marshall Center for the Study of Human Resources (RMC), has undertaken the 2018 Texas Child Care Market Rate Survey as contracted by the Texas Workforce Commission (TWC). This report summarizes child care market rate data for the entire state of Texas and for each of its 28 local workforce development areas (LWDAs).

For the first time in this 2018 report, market rates for child care are estimated using a combination of survey data and TWC administrative records data on approved child care subsidy rates. Three types of child care facilities were surveyed between October
2017 and May 2018: licensed child care centers, registered homes and licensed homes.

Also new for 2018, the Texas Child Care Market Rate Survey report has been broken out into two
reports. The main report contains all narrative descriptions of the survey and methods, statewide estimates of all findings, and the technical appendices. The second, supplemental report, contains almost a hundred pages of tables that include all findings broken out by local board, tables that had previously been included in the main report. The supplemental report is also available in spreadsheet form.
