2025 Texas Child Care Market Rate Survey

The Texas Institute for Child & Family Wellbeing (TXICFW) partnered with the Ray Marshall Center for the Study of Human Resources (RMC) to undertake the 2025 Texas Child Care Market Rate Survey. The Texas Workforce Commission (TWC) contracts the survey as part of an annual project.

This report summarizes child care market rate data for the entire state of Texas and for each of its 28 local workforce development areas (LWDAs). Market rates for child care are estimated using a combination of survey data and TWC administrative records data on published rates of providers who accept subsidies. Three types of child care facilities were surveyed between September 2024 and May 2025: licensed child care centers, registered homes and licensed homes. In the survey, licensed and registered homes are grouped together, but separated for analysis.

The 2025 report is broken out into three documents. The main report contains all narrative descriptions of the survey and methods, along with statewide estimates of all findings. The second document includes the technical appendices. The supplemental report presents all findings broken out by local workforce board and is also available in spreadsheet form.
