Project Overview

The Child Welfare Education Collaboration (CWEC) is a Title IV-E partnership between the School of Social Work at the University of Texas at Austin and the Texas Department of Family and Protective Services, aimed at strengthening the child welfare workforce. Through scholarships, specialized coursework, and CPS-aligned field education, CWEC prepares and places highly trained social workers to serve Texas children and families, with funding from DFPS, federal Title IV-E, and UT Austin cost sharing.

The Child Welfare Education Collaboration (CWEC) is a Title IV-E funded partnership launched in 1999 between the School of Social Work at The University of Texas at Austin and the Texas Department of Family and Protective Services to strengthen the public child welfare workforce. The project provides tuition support and stipends, CPS-aligned coursework, and supervised field placements, enabling BSW and MSW students to graduate practice-ready for roles in Child Protective Services. CWEC’s design integrates evidence-informed training, professional development, and mentoring in close collaboration with DFPS leaders to ensure alignment with current policy and practice needs. Program goals include building a diverse pipeline of social workers committed to child safety, permanency, and well-being, improving workforce stability, and enhancing outcomes for children and families across Texas. Funding is provided by DFPS with federal Title IV-E and cost-sharing from UT Austin.
