HHSC Family Health Services Strategic Plan

Project Overview

The Texas Health and Human Services Commission, Family Health Services (HHSC-FHS), must plan, develop, and administer a continuum of care system for at-risk families, as established by Senate Bill 24 of the 88th Legislature, Regular Session, 2023. HHSC-FHS is developing its first divisional strategic plan to guide efforts to improve service responsiveness, coordination, and accountability, thereby better meeting the needs of at-risk families and promoting self-sufficiency and stability.

HHSC-FHS has contracted with the Texas Institute for Child & Family Wellbeing (TXICFW) to answer these questions to inform the HHSC-FHS divisional strategic plan:

• How do HHSC state office staff, grantees, and providers conceptualize HHSC-FHS’s core values, along with service integration, collaboration, and accountability in their communities?
• What are the current strengths, weaknesses, opportunities, and threats to an integrated, coordinated, and accountable Family Health Service system of supports?
• How do HHSC-FHS grantees and providers engage with other HHSC-FHS programs and supportive services in their communities to meet family needs and fill service gaps?

Project Background

TXICFW will provide the following services:

1. Conduct an environmental scan of existing efforts and knowledge of integration, collaboration, and accountability within the HHSC-FHS system.
2. Engage HHSC-FHS Associate Commissioners and state office staff in a staff survey, targeted focus groups, and a Community Selection Workshop.
3. Facilitate interactive listening sessions in 3-5 communities served by HHSC-FHS programs and supports.
4. Provide insights and recommendations on the current strengths, weaknesses, and opportunities of the HHSC-FHS system of supports and strategic plan content.
