Texas Early Childhood Inclusion Strategic Plan

Project Overview

The Texas Education Agency (TEA) has contracted with the Texas Institute for Child and Family Wellbeing (TXICFW) to assist in developing the HB 2310 Strategic Plan, which focuses on improving and expanding early learning and educational opportunities for young children with disabilities across Texas. As outlined in HB 2310, TEA, HHSC, and TWC are jointly responsible for developing a coordinated four-year plan to identify barriers to inclusion, propose strategies, and strengthen collaboration across agencies and early learning settings. At a minimum, representatives of state, regional, and local agencies, the Texas Early Learning Council, nonprofit organizations, and relevant social services providers must be consulted during plan development.

Project Background

TXICFW will assist TEA by providing the following: 

1. Co-write, administer, and analyze a stakeholder survey that TEA, HHSC, and TWC will market to early childhood stakeholders.
2. Develop a stakeholder engagement guide informed by stakeholder survey results to guide stakeholder engagement.
3. Lead targeted stakeholder focus groups to refine plan strategies and priorities with selected stakeholders who completed the stakeholder survey. 
4. Analyze and summarize survey results and all stakeholder session feedback, and provide recommendations for strategic plan content.
5. Lead the HB2310 interagency workgroup through the strategic plan writing process and implementation, communications, and sustainability planning.
